Dear Mr. Lockyer,

This is an offer to assist you in your "litigation" against the tobacco

companies.

Your recent action against tobacco companies "distributing" in excess of

900,000 packs of cigarettes is not without precedent at least to the actions

taken by the tobacco companies to "distribute" free packs of cigarettes to

persons without verification of their being of legal age to accept them.

employ to get cigarettes into the hands of children.

You may also wish to check the PRESS RELEASES section easily found by

You have yet to address tobacco industry fraud & false claims activity in

your state.

I will give you these 2 directions to research both within The Shuster

Project web site and then within your own state statutes which will, in these

2 instances, finally hold the tobacco companies accountable on firm,

indefensible-by-them ground for approximately 1 BILLION dollars, excluding

penalties and interest, for various state tax revenues and income streams

within the state of California.

volume carton sales in minority or red-lined sections of towns or just those

multi-BILLION dollar sales tax deception utilized by the tobacco companies

which deny California hundreds of MILLIONS of dollars per year in just sales

tax revenues alone.

within the tobacco industry that date back over 4 decades.
