President-Elect and Gov. Rowland of CT,
The Master Settlement Agreement reached between most of
the states and the tobacco companies expressly preserves the right of states to bring any
criminal actions that may be warranted.
The settlement has no bearing on any such criminal proceedings, whether grounded in
federal, state, or local law. [MSA XII(a)(7)].
The agreement also makes an express exception for state suits concerning tax liabilities
or liabilities under any licensing fee provisions. [MSA II(nn)(1)].
Finally, the agreement does not preclude the states from going to court to enforce the
commitments undertaken by the tobacco companies in the settlement agreement and the
associated consent decrees.
Tobacco companies state Income Tax Fraud & state Sales Tax Fraud in Connecticut,
alone, is conservatively estimated at between $1-$3 BILLION DOLLARS.
The Shuster Project has informed all states Attorneys General, select DC House Members and
every Senator of these and other tobacco industry Fraud & False Claims crimes for
close to two years now yet they all continue to fear doing their jobs and act against
these crimes.
I ask all who see this to sign this Petition to historically record your instructions to
all elected officials to act decisively with The Shuster Project to recover these
defrauded funds for their respective taxpayers.
I also ask all who see this to forward this petition to your local media outlets (Radio
News, Television News and Newspapers) and to the editors of those newspapers so that your
neighbors and the people in your state(s) can become more involved in our efforts to help
your state(s) to recover vast amounts of defrauded state income tax revenues, defrauded
state sales tax revenues and other income streams presently being kept from your
respective state treasuries as a result of tobacco industry business fraud.
