The Shuster Project Tobacco Industry Fraud & False Claims Issues

Since Ms. Fenn, Research Coordinator for the "Jepsen for Governor" Campaign, first initiated contact with The Shuster Project, so very long ago, on behalf of CT State Senator George Jepsen, a former CT gubernatorial candidate and now Democratic CT Lieutenant Governor's Candidate under Bill Curry, not ONE single tobacco industry fraud and/or false claim issue had ever been addressed by him. And even though it should have made no difference whatsoever, with respect to the fact that Jepsen was and is no longer a candidate for Governor of CT, that he should have convened full-blown investigations into these crimes anyway, in his capacity as a CT legislator, but has chosen to continue his pattern of avoidance with respect to these issues, despite calling upon Ms Fenn to contact us in regard to him supposedly learning more about these tobacco industry fraud & false claims crimes, this mess of his clearly displays his unworthiness to become CT's Lieutenant Governor, never mind CT's Governor. Adding to Jepsen's ineptness as a legislator and as a supposedly "professional" public servant is the fact that despite having one of his "key" staff members initiate contact with us concerning issues crucial to the voters and taxpayers of CT, he completely violated the protocols of common courtesy and integrity and did nothing to forward to The Shuster Project, even via Ms Fenn, his intentions to drop out of the Governors race, opting instead to leaving us to inadvertantly find out about it via the stories in the newspapers. That, for us, was ridiculous enough ... but Jepsen's thorough and complete ineptness and inappropriate behavior in both not acting upon and addressing these crucial issues nor indicating to us, even via Ms. Fenn, as to whether or not he ever intends to pursue investigations into these tobacco industry fraud & false claims crimes as, via Ms. Fenn, we had directly requested Jepsen to convene, along with our expressing the ever-present willingness of the Executive Director of The Shuster Project to proffer potent testimony with respect to these significant crimes, yet having even that offer ignored and left unaddressed by Jepsen, completely violates the tenets and high standards of The Shuster Project organization. The Shuster Project has repeatedly made crystal clear it's complete willingness to work with the state of CT to recover well in excess of $200+ Million Dollars in defrauded CT state income tax revenues and CT state sales tax revenues as the result of these tobacco industry fraud & false claims crimes. But given George Jepsen's thoroughly inept and inappropriate behavior in this matter and his total disrespect and disregard for both the intense work and schedules of The Shuster Project and, given the extremely high standards with which we prefer to only interact with any individuals expressing genuine and honest interests in working with us with respect to addressing these tobacco industry fraud & false claims crimes, that in order to maintain our credibility in addressing these issues we regrettably find it necessary to disassociate The Shuster Project completely from George Jepsen. Although The Shuster Project leaves a window of opportunity open to legislators from CT and across the country to work with us to address these significant issues of tobacco industry fraud & false claims crimes, we once again refocus our efforts, schedules and time towards teaching our youngsters and young adults in the schools, colleges and universities across CT and the country that are increasingly accessing our web site so that as they study and learn these sometimes simple and sometimes complex issues they will be better able to address and correct / resolve these significant crimes as they become our future legislators, prosecutors and leaders. The Shuster Project will now continue to focus upon the future legislators and future leaders of this state and this country who will, someday, take the tobacco industry to task for these crimes and who will work to recover the vast sums defrauded by that industry and who also will work to legislate the corrections to these crimes, many of which corrections / resolutions The Shuster Project has many, many proposals towards. The following letter to George Jepsen, via Ms. Fenn, extends to him the courtesy he withheld from us, in that we inform him that, in effect, The Shuster Project and the significant tobacco industry fraud & false claims crimes issues we address would be better served by our not associating our organization with him ...

Dir. - The Shuster Project 177 Andrew Avenue-Naugatuck - CT - 06770-4359 Date: 7/18/02 Re: Finalization of Association between Jepsen & The Shuster Project Dear Meghan, It has always been the policy of The Shuster Project to deal openly, honestly and in good faith with any people and/or organizations, expecting that they also act / reciprocate in good faith. Clearly, George Jepsen attempted to appear to act in good faith at the very beginning, yet also from the very beginning it also became quickly apparent that he clearly had no intentions to work in good faith with us and only continues to mask what his actual intentions are / were. As you can well imagine, my senior staff and I have devoted several, in-depth discussions as to George's extreme lack of "sincerity" and "integrity" with respect to what his actual motives must have possibly been in having you contact us when, from your very first correspondence with me up until now, absolutely nothing has been done by him that could have already begun on these crucial issues that affect every taxpayer in CT. Absolutely nothing of obvious, positive, tangible action has been taken with respect to initiating the recovery of the enormous sums defrauded by the tobacco companies within CT with respect to the significant CT state income tax fraud and CT state sales tax fraud that continues, unabated, despite your contacting us with the supposed goal of addressing that and the other tobacco industry fraud & false claims issues that our organization brings into the public consciousness. And then, we are left to discover in the newspapers that George has now thrown in with Curry as being his Lieutenant Governor's candidate, inexcusably and inappropriately ignoring the supposedly important (?) contact HE had initiated with US, leaving us in the dark as to what his still unexplained intentions ARE with respect to bringing these crucial tobacco fraud issues before the CT legislature for effective action? The fact that he has thrown in with Curry should have absolutely nothing to do with any and all actions he should be taking to bring these significant tobacco industry fraud issues before his fellow legislators, yet it seems he is not doing just that. And we have been extremely patient, giving George ample opportunity to contact us and make his intentions crystal clear, yet by his unprofessionalism and extreme lack of tact in this matter, perhaps he already has, as surely he should have, taken steps already to initiate action within the Legislature on these tobacco industry fraud issues, garnering what should have been easy support from his fellow legislators to begin the process of recovering these huge defrauded sums. Although we at The Shuster Project did, indeed, take a brief pause in our work so as to be available to George and any legislative committee he should have convened for the purpose of us giving advice, guidance and counsel to them in order for them to knowledgeably and expeditiously examine these crucial tobacco industry fraud issues for the purposes of recovery of the defrauded revenues, penalties towards the tobacco companies for their crimes in these matters and any and all legislative acts and laws that would establish a proper allocation for these before-unknown revenue streams ... we have since begun to move forward yet again. I believe it is safe to assume that George had no honorable intentions with respect to these issues, as evidenced by the tactless events beginning with his having you contact us to no tangible result (NOT tactless with respect to your involvement) to completely ignoring us in the process of his throwing in with Curry and not detailing to us how that affects his work, or extreme lack thereof, with us. And not hearing back even from you, as I had thought you and I had at least developed some sort of a beginning of a working relationship, was even more surprising to me than George's inept behavior with respect to not informing us of his decision to run with Curry and how that might or might not affect his work with us. Although I did try to suggest to you that George was not trustworthy to engage with on complex issues involving his constituency and the rest of the citizens of CT being victims of the kinds of corporate crimes The Shuster Project is addressing, perhaps that is now, at least, clear to you. And although The Shuster Project has, since 1999 and earlier, been signaling specific, gross corporate crimes defrauding CT, along with defrauding every other state in the country, out of significant state income taxes and state sales tax revenues, only now, suddenly, is the "idea" of gross corporate crimes getting media attention yet still our issues continue to be ignored. Fascinating. I wish you well, Meghan Fenn. I am confident that with such a fine group of dedicated people that I am surrounded by, here at The Shuster Project, that we WILL ultimately succeed, as we continue to succeed incrementally, in ultimately getting this huge, ongoing sum of defrauded tax revenues back to the people, where it belongs. As for George, he should be extremely ashamed of himself ... which, somewhere in his thinking, I honestly believe he always is ...
