Re:The Shuster Project - Tobacco Industry Fraud

 

Dear Mr. Shuster:

Commissioner Gene Gavin asked me to look into your recent correspondence and reply on behalf of the Connecticut Department of Revenue Services (DRS). In addition to the information you provided, I also reviewed much of the material available at your Internet web site. Our job is to collect the State tax revenue in the most effective manner, and to enforce our state tax laws with integrity and fairness. Given these responsibilities, and certain statutory restrictions, there are some things DRS can and cannot do.

 

I will gladly receive any specific information that you wish to provide. Such information will receive careful consideration, and this Agency will take the appropriate actions allowed by law. You may provide information in writing, via email to Cal.Mellor@po.state.ct.us or you may call me to arrange a meeting with one of our agents.

 

We cannot enter into, or authorize, any joint investigation or partnership with “The Shuster Project.” DRS cannot offer any financial reward for information, even if proves to be of great value. The Internal Revenue Service may have this ability, but there are no provisions which allows DRS to do the same. The Department cannot support the legislation you have described, or any legislation to your benefit. Finally, we cannot authorize you to take private legal action on behalf of DRS or the State of Connecticut. This is a matter that you may wish to discuss with the Connecticut Attorney General.

 

To summarize, tax confidentiality laws prohibit the Agency from working in partnership with you; however, as I stated, we will carefully review any information you provide.
