Letter to Illinois Governor Blagojevich - 4/3/03

To The Honorable Governor Blagojevich of Illinois,

My name is Robb Shuster and I am the Executive Director of the Award-winning "The Shuster Project - Tobacco Industry Fraud & False Claims Issues" Organization, founded on May 14th of 1999, whose web site can be found at http://www.rxshuster.org/

As a 17+ year former employee of the now-defunct "The American Tobacco Company," I was privy to a large number of tobacco industry fraud and false claims crimes which continue to this day to defraud multiple tens of BILLIONS of dollars in various state income tax revenues and state sales tax revenues.

I can assure you that Illinois is NOT immune, whatsoever, to these tobacco industry fraud and false claims crimes.

In Connecticut, alone, where "The Shuster Project" is based, it is conservatively estimated that $310+ MILLION DOLLARS (and growing!) in combined CT State Income Tax revenues and CT State Sales Tax revenues has been defrauded as a result of ongoing tobacco industry fraud and false claims crimes.

The notion that Philip Morris is or stands to be so financially "degraded" that it finds it must file for bankruptcy protection is just the latest in a series of fraudulent attempts they and the other tobacco companies are attempting to perpetrate upon the legislators of States all across the country, in part, as a smokescreen to draw attention away from the various criminal and illegal practices, procedures and policies of these tobacco companies that results in the ongoing loss of huge sums of State Income Tax revenues and State Sales Tax revenues to the aforementioned growing totals.

"The Shuster Project" continues to stand ready to assist any State(s) that undertake(s) any number of investigations that are necessary both for the purposes of recovering their specific, defrauded State Income tax revenues and defrauded State Sales Tax revenues and returning those huge sums to their rightful owners ... the taxpayers of those individual States ... and secondly, to both reinforce existing State legislation(s) that govern corporate fraud in these respective States so as to close the various loopholes in existing legislation and to generate new and specific legislation to address specific tobacco industry fraud and false claims crimes to guarantee that these crimes are addressed once and for all and so that these tobacco industry fraud and false claims crimes can no longer continue to defraud multiple tens of BILLIONS of dollars in State's Tax revenues.

I look forward to hearing back from you in this regard and look forward to working with you and the honorable legislators of Illinois to eliminate the ravages of tobacco industry fraud and false claims crimes upon your State Treasury and to return to your State's Taxpayers what will undoubtedly also be several hundreds of MILLIONS of dollars in any and all defrauded IL State Income Tax revenues and IL State Sales Tax revenues.
