Letter To CT Governor Rowland - 5/06/03
To: CT Governor John Rowland Re: Increasing Funding of Teen Smoking Cessation Programs With $310+ MILLION DOLLARS In Defrauded CT State Tax Revenues Defrauded By Tobacco Industry Fraud & False Claims Crimes. From: Robert X. Shuster Executive Director The Shuster Project Tobacco Industry Fraud & False Claims Issues/Crimes C/o 177 Andrew Avenue Naugatuck, CT 06770 Tel: 1-203-723-1690 Fax: 1-801-705-3078 Email: Rshus177@aol.com Date:05/06/03 As you have been made intimately well aware of since before May 14th of 1999 by the Award-winning "The Shuster Project - Tobacco Industry Fraud & False Claims Issues" Organization, there is an enormous, untapped sum of defrauded CT State Income Tax Revenues and defrauded CT State Sales Tax Revenues, well exceeding $310+ MILLION DOLLARS, as the direct result of tobacco industry fraud and false claims crimes previously and still, currently, being perpetrated across the entire State of Connecticut, that, with minimal effort and expense, can be easily recovered and brought to bear in the fight for a safe, healthy, smokefree work environment. Unfortunately, Connecticut also languishes near the bottom of the barrel of all the 50 States, in terms of dollars being dedicated/spent, both from the CT State Budget and from the dollars being realized as the result of the State's Settlement with the tobacco companies, for smoking cessation programs and treatment for those sickened and made terminally ill from smoking cigarettes and from the use of other tobacco products. Clearly, such a sum of currently unrecovered, yet undisputedly defrauded, CT State Taxpayer monies far in excess of $310+ MILLION DOLLARS can easily and with minimal cost be quickly recovered and completely dedicated to both a smokefree CT workplace environment, teen, young adult and elderly smoking cessation programs and towards the treatment of those sickened and made terminally ill as a result of tobacco products as it is "found money," We, at "The Shuster Project" once again encourage you, the entire legislative body and the General Public to visit our award-winning web site at: http://www.rxshuster.org/ to learn more about tobacco industry fraud & false claims issues/crimes, the legislation "The Shuster Project" has gotten passed (HB5602), (HB6942), without the help or assistance of your office or any of CT's legislative contingent, despite our repeated requests for all of your participation, so that the investigations can begin, the legal actions can commence to address tobacco industry fraud and false claims crimes in Connecticut, the loop-holes in relevant CT State Tax Revenue legislation be forever closed and whatever necessary, new, specific tobacco industry fraud and false claims legislation be enacted to insure that all, pertinent CT State Tax revenues be collected and are received by the applicable political subdivisions in the future. I ask that you consider the status of even just your "Legacy" in these matters, as, absent any substantial participation by your Office and it's personnel in these issues of tobacco industry fraud and false claims crimes, it remains obvious that your performance in these matters has been and shall forever remain viewed as nothing other than dismal, out of touch and nefarious.
