To Whom It May Concern,

This 4th Press Release is the most significant since the launch of The Shuster Project on May 14th of this year.

We first supplied the IRS, via their Form 211 (as they requested we file with them), on October 23, 1998, detailing the tobacco companies Income Tax fraud practices and procedures.

We were assured by IRS Special Agent Patoka, Jr. of swift investigations into it and the recovery of the hundreds of millions of dollars in “lost” revenues. (See: http://rxshuster.org/original.htm)

Then, due to reasons we knew to be bogus, (See: http://rxshuster.org/irsresponse.htm), the IRS attempted to renege on it’s obligations towards this Income Tax fraud information/investigation, thus allowing the Income Tax fraud to continue unabated.

We challenged this absurd position taken by the IRS, (see: Federal Issues section after 8/11/99), which resulted in a “reversal” of their reversal.

They “blinked.” (See: http://rxshuster.org/irs.htm)

The IRS is now trying to insinuate that the very form they told us to use, Form 211, had somehow “expired.” Yet they neither informed us, informed us when it expired or gave us the opportunity to “re-file” a “new” Form 211 (See: http://rxshuster.org/irs1.htm )

So it would appear that the Income Tax fraud investigations of the tobacco companies by the IRS is back “on.”

We also document the “settlement” (made under duress) of the theft of over $110,000 from a wholesale business by the employee of The American Tobacco Company for pennies on the dollar. (See: http://rxshuster.org/release.htm )

The check used to pay the “abridged” amount is also displayed. (See: http://rxshuster.org/thecheck.htm)

We also added a “Tar & Nicotine Guide.”  (See: http://rxshuster.org/targuide.htm)

One needs only to compare the brands listed and the Tar & Nicotine levels posted presently to check for any “indiscrepancies” with those in the Guide from almost 10 years ago.

We also quote an “Anti-Discrimination” clause in The American Tobacco Company’s “Code of Conduct” guide, (See: http://rxshuster.org/codeof.htm & http://rxshuster.org/anti-tru.htm), ie. denying any stores any promotions offered to any other stores; discriminatory practices we have already outlined in previous Press Releases and that is available for review in http://rxshuster.org.

We also present a letter sent to The Waxman Tobacco Hearings Chairman, Congressman Henry Waxman, back in September of 1995. (See: http://rxshuster.org/waxman1.htm)

I will be adding the other letter, originally sent to Congressman Waxman in August of 1995, at a later date.
