Statement of Purpose: To deter persons from submitting false claims for payment to the state or a political subdivision by authorizing a private individual to bring an action on behalf of the state or a political subdivision, as well as for himself, for the recovery of civil damages and authorizing such individual to share in any recovery with the state or political subdivision.
