"The Shuster Project" takes it's civic responsibilities extremely seriously, therefore we could only have responded to the nonsensical correspondence from Governor Rowland's Office as we did, below. For the Governor, one day, to do a song-and-dance shuffle in an attempt to avoid addressing a sum in excess of $300+ MILLION DOLLARS in DEFRAUDED CT state income tax revenues and DEFRAUDED CT state sales tax revenues as a result of on-going tobacco industry fraud and false claims crimes, and yet the very next day for him to announce a reduction in aid to CT cities and towns of $68 MILLION DOLLARS feigning this as some kind of an acceptable reduction in the current $500+ Million Dollar state budget deficit is just absolutely ludicrous! This $68 MILLION DOLLAR cut in aid to cities and towns across CT are going to unnecessarily impact most severely and negatively the most vulnerable citizens in this state ... the children, the elderly, the infirm/sick and the disabled. "The Shuster Project" stands ready to work with Governor Rowland and the CT legislature in recovering in excess of $300+ MILLION DOLLARS in CT state income tax revenues and CT sales tax revenues DEFRAUDED as a result of tobacco industry fraud and false claims crimes, but only when these two "groups" get serious about addressing these crimes and pull their heads out of the sand and stop consistently ignoring and avoiding these crucial and significant issues, as they have since May of 1999!
* Please Note: The Date of this correspondence is 11/26/2002 * Dear
Carolyn, It is, of course,
nothing shy of incredulous that Gov. Rowland would not consider a combined sum in excess
of $300+ Million Dollars in defrauded CT State Income Tax revenues and defrauded CT State
Sales Tax revenues, resulting from tobacco industry fraud and false claims crimes, as
somehow not falling under the purview of the Governor's Office in view of the current
budget deficit. Those of my staff,
including myself, who are CT residents take our civic responsibilities very seriously and
the financial portion of our work that is related to this huge sum of defrauded CT state
tax revenues has been transmitted not only to the Governor's office, but to other
"legislative members," including every CT state representative and CT state
senator with an e-mail address going back to May 14th of 1999. It is exactly due to
these "local legislative members" such as Sen. Jepsen, Rep. Lyons, Rep. Del
Gobbo, Rep. San Angelo, Attorney General Blumenthal, U.S Senator Dodd, U.S Senator
Lieberman and others who, for reasons known only to them, have deliberately ignored and/or
avoided addressing these issues with the CT citizens, despite these huge defrauded sums. We, at The Shuster
Project, are comfortable in the knowledge that we have transmitted this crucial
information to a wide field of municipal, state and federal officials, elected and
appointed, who's responsibility it is to investigate these crimes of tobacco industry
fraud and false claims and who's responsibility it is to recover these enormous defrauded
CT state tax revenues. Considering CT's
enormous budget deficit in excess of $500+ Million Dollars this year and three times that
amount for next fiscal year, the recovery of these defrauded CT state tax revenues in
excess of $300+ Million Dollars can go a long way towards the deficit for this year, not
including saving a number of CT state employee jobs, but the "corrections" to
these specific tobacco industry fraud and false claims crimes will return tens of millions
of dollars in CT state sales taxes immediately in the years immediately following the
needed "corrections" and this simply cannot be ignored. And, in closing, I
must admit that it's somewhat confusing that the Governor, although somewhat reticent in
having "ordinary" citizens contribute their thoughts and suggestions as to how
to address the huge budget deficit and then a $300+ Million Dollar "solution"
turns up but is somehow inadmissible to this same Governor seeking these
"solutions" and yet hes again turning away from sitting down and closely
analyzing the truth to what it is that The Shuster Project has been transmitting to him
and to others in the Legislature. It just shows how
insincere and callous they are, in actuality, and how they can, are and will be perceived
as being irresponsible in not simply acting upon this information for the
"return" to the State of CT this information holds. As "The Shuster
Project" continues to receive critical acclaim and serious attention for the work
that we are doing, we shall not be swayed by this indifference within the Governor's
office to the solutions to the current and upcoming fiscal year budget deficits that our
work represents. It is our hope that
at some point Governor Rowland will revisit our information, including, perhaps, actually
looking at our award-winning web site at: http://www.rxshuster.org/, and review, via our
"Table of Contents" tab at the very top of each page, the
"Correspondence" pages, the "State Issues" and "Municipal
Issues" pages and that he review Press Release #9 (for the "formula" by
which to calculate the CT sales tax fraud perpetrated by the tobacco companies in CT) to
see the scope of who we have contacted with respect to tobacco industry fraud and false
claims issues/crimes and learns just exactly what some of these fraud and false claims
crimes are and how this huge defrauded sum was arrived at. Of this I'm
absolutely certain; that through whatever methods our work continues to manifest itself,
including the exciting expectations we at "The Shuster Project" hold as we also
work towards getting our first book on tobacco industry fraud and false claims
issues/crimes published, and as the $300+ Million Dollars in defrauded CT state tax
revenues continues to grow, unabated, that the Governor's Office will be revisited with
respect to these tobacco industry fraud and false claims issues/crimes again and again and
again, but it's going to be by the media and by the citizens of Connecticut. I have no doubt that
they, also, will be asking why the Governor chose to ignore these crimes of tobacco
industry fraud and false claims and why he did nothing to have these crimes investigated
and why he did nothing to even attempt to recover in excess of $300+ Million Dollars in
defrauded CT State Income tax revenues and CT State Sales Tax revenues when time after
time after time this information was transmitted to him in a variety of ways by "The
Shuster Project" ... including via Petitions from E-The People.com, Press Releases,
Special Alerts and direct correspondence. We do look forward to
hearing from Governor Rowland and working with him, but only when he takes these issues
seriously. Sincerely, RXShuster Executive Director The Shuster Project
