Quinn, Director Andover Service Center Internal Revenue Service 310 Lowell Street Andover, Massachusetts 01810 Attn: Informant's Claims Examiner Re: Claim # Gentlemen: On October 23, 1998 and November 11, 1998, I, with assistance of counsel, filed six (6) Forms 211 relating to major companies in the tobacco industry. I was advised by your letter of January 19, 1999 (copy enclosed) that my claim did not provide for allowance of reward. The letter did not give a specific reason for the determination but instead, and in general terms, stated: 1.) Recovery was too small to warrant payment of reward 2.) Information was previously known to the Service or available in public records readily accessible to the Service; and 3.) Information furnished did not cause the investigation. I hereby request a more specific answer as to your determination of ineligibility for rewards as it relates to the information I have previously supplied to the Internal Revenue Service.
