September29, 1995 Hon. Rep, Henry A. Waxman (29th Dist. CA) 2408 Rayburn House Office Building Washington, DC 20515 Re: Tobacco Companies' Failure to Obey Minimum Price Laws and Other Corrupt Practices Dear Hon. Representative Waxman: On September 11, I wrote to you on behalf of my client Robert X. Shuster. If you recall, Mr. Shuster is a former employee of the American Tobacco Company. He can show that the tobacco companies have been cheating both the state and federal governments of significant tax dollars, in addition to other fraudulent acts. We believe the amounts involved are in the tens of billions of dollars. To date, I have not received a reply to my letter. I am writing to ask for such a response. My
client and I realize that you must receive thousands letters, but Mr. Shuster's case is
unique. He intends to file a qui tam law suit against the tobacco companies in
federal court in the very near future. He would like to speak to you prior to filing. I
believe you will be very interested in what he has to say. I would appreciate it very much
if we could get a response from you during the next two weeks. I
look forward to hearing from you. Sincerely
