Hon. Representative Waxman: I
represent a gentleman named Robert X. Shuster. Mr. Shuster is a former employee of the American tobacco
Company. He used to be a sales representative for them. In the course of his employment he
was strongly encouraged to help retailers evade state minimum price laws for cigarettes
and thereby illegally minimize the company's and retailer's state and federal tax
liabilities. This encouragement by the company was usually done in as untraceable a way as possible. However, my
client knows how to prove his company, and others, systematically, as a matter of policy. Applied pressure on sales
people and retailers to evade taxes. We would he interested in meeting with you as Hr. Shuster can shed new light on this and
other often overlooked illegal practices used in the tobacco industry. In
the very near future, we hope to file a private attorney general" action
against the American tobacco Company's corporate successor and other major tobacco
companies. Since I am a solo practitioner with a small general practice, we would be
interested in any advice or information you can provide us regarding law firms,
foundations or clinics who have experience in the type of litigation we want to file and
who might be interested in getting involved. I
